After leaving her operating room scrub nurse duties at Sarasota's Doctors Hospital on Wednesday, Louise Goldsberry went to her Hidden Lake Village apartment. Her boyfriend came over, and after dinner — about 8 p.m. — Goldsberry went to her kitchen sink to wash some dishes. That's when her boyfriend, Craig Dorris — a manager for a security alarm company — heard her scream and saw her drop to the floor. DALLAS — The Dallas Police Department is looking at another possible breakdown in the city's 911 phone system. After the Civil War, the defeated Southern states aimed to preserve slavery in fact if not in law. The states enacted Black Codes which barred the black freedmen from exercising basic civil...

AUSTIN — Tea party conservatives will push next year to rescind a state law that allows illegal immigrants to pay state-resident tuition rates, and when they do, a little-known fact could be at the center of the debate: Students who aren’t citizens are also eligible for state financial aid. Nearly 2,500 students who are in the country illegally received more than $9.5 million in state higher education grants in fiscal year 2010, the most recent figures available from the Texas Higher Education Coordinating Board. There were 16,476 illegal-immigrant students paying resident tuition rates, meaning more than 1 in 7 get...
