Officers responding to a call early Sunday about a stabbing at an apartment in Durham, North Carolina, found a 46-year-old man who had been stabbed in the torso, police said. Police filed several charges against a Durham woman in connection with a fire at 2220 Lincoln St. on Wednesday afternoon. Crystal Gale Mangum, 31, and her boyfriend, Milton Walker, had an altercation, according to a police news release. Mangum set clothing on fire in the bathroom tub, police reported. Three children and the two adults were evacuated from the apartment. The court heard arguments Thursday about whether the so-called pole tax, a fee mandated by lawmakers in 2007, is unconstitutional. Texas has so far collected more than $13.6 million from the fee.
