On this day in 1998 The House of Representatives made William Jefferson Blythe Clinton (aka "Slick", "Slick Willie", "Bubba") the second President to be impeached. Though largely a 'Red Herring', because the Articles of Impeachment failed to include the major crime of TREASON Clinton committed by providing missile guidance and rocketry technology to Communist China in return for illegal campaign contributions, it remains a stain on Clinton's legacy, much like the stain on the Blue Dress.
