    A 21-year-old man downed about 10 shots of liquor, stole an auto dealership's golf cart and was arrested driving the wrong way on a St. Louis Park highway, according to a criminal complaint. Steven L. Mansfield was charged Tuesday in Hennepin County District Court with felony motor-vehicle theft and third-degree drunken driving, a gross misdemeanor.
