European Union foreign ministers agreed on Tuesday that Jerusalem should be the capital of both Israel and a future Palestinian state, as part of a negotiated settlement, EU diplomats said. Tens of thousands of people thronged the streets of downtown Jerusalem Tuesday evening as the city kicked off Jerusalem Day celebrations with the annual "Salute to Jerusalem" parade, marking 37 years since the reunification of the capital.
