The House will vote Thursday on a resolution to limit President Trump's ability to take future military action against Iran without congressional authorization, Speaker Nancy Pelosi (D-Calif.) announced Wednesday afternoon. Pelosi's statement came after a classified lawmaker briefing from top administration officials following attacks by Iran the night before on two bases in Iraq that house U.S. troops. The resolution directs the president to end the use of U.S. armed forces to engage in hostilities in or against Iran unless Congress has formally authorized it or if there is an "imminent armed attack upon the United States." It was introduced...

House Republicans will need to pass their tax plan for a second time after the Senate parliamentarian ruled that provisions in the bill violated the rules governing the legislation. "Members are advised that we expect Senate Democrats to insist on a Byrd Point of Order on the Conference Report to Accompany H.R. 1, which is likely to be sustained," said guidance from House Majority Whip Steve Scalise's office, which was sent to GOP lawmakers. "As such, Members are further advised that an additional procedural vote on the Motion to Concur is expected tomorrow morning, which will clear the bill for...

Nail biter? I’m thinking it will be close no matter what, but last time around they never even got to a vote because support was tanking right up to the time it was supposed to happen, and finally Paul Ryan pulled the bill because the failure was going to be monumental. This time? Do they know for sure that they’ve got the votes? And if so, what did they do to the bill to get there? Thursday suddenly got tense, friends: The latest iteration of the GOP bill would let states escape a current requirement that insurers charge healthy and...

The discussion over what parliamentary procedures will be used in reconciling the House and Senate versions of healthcare legislation is a pivotal -- but not the final -- factor in the process. Reporting from Washington and Los Angeles The House Rules Committee meets Saturday morning as Democrats kick off a weekend of parliamentary maneuvering, lobbying and arm-twisting in the healthcare debate ahead of showdown votes set for Sunday. President Obama will meet in the afternoon with House Democrats and Senate Majority Leader Harry Reid, about 24 hours before the House is set to begin voting on a healthcare insurance overhaul,...

The House healthcare bill has taken more twists and turns and has zig-zagged its way through more Democratic districts than the Mississippi River. And after a month’s worth of legislative wrangling and deal-making, the bill is approaching its final destination: a vote on final passage, expected sometime before the sun rises on Sunday. Pressing toward dawn on Saturday, the Rules committee passed a rule after nearly 12 hours that would set up a vote on the healthcare bill at 6 p.m. No Congress has ever come this close to the goal – first proposed by President Theodore Roosevelt – of...

Medicare's chief actuary told The Hill on Thursday that it is unclear if he will have a cost estimate of the House healthcare reform bill before a scheduled vote this weekend. The Congressional Budget Office (CBO) has put the cost of the measure at $894 billion over 10 years, noting that it would reduce the deficit by $30 billion over the same time period. Republicans believe the price tag of the bill is much higher. But it doesn't sound like Rick Foster, the chief actuary for the Centers for Medicare and Medicaid Services (CMS), will deliver his cost estimate before...

Despite several statements to the contrary in recent months, it turns out that AARP, a membership organization that purports to represent the interests of people 50 and older, was behind ObamaCare all along. According to an article in The Hill tonight, Associated Press is reporting that AARP is planning to endorse the House version of President Barack Obama’s health care reform plan prior to it being voted on Saturday.

Looks like it's Amateur Night in the United States Senate. Apparently a bunch of third graders who cannot read the English language voted in the Senate to give the District of Columbia a vote in the House of Representatives, in direct contravention of the United States Constitution.

The bailout bill that the U.S. Senate passed late Wednesday night is not the remedy for what ails this nation's economy. While we are all anxious to take action to help America recover from it's current financial crisis, it does us no good to pass a bill that does not address the underlying problem before us, and that's the credit crunch. After the defeat of the original proposal in the House on Monday, Congress had an opportunity to really address some of the shortfalls of the failed bill. Instead they loaded on millions of dollars in pork barrel spending and...

RUSH: CNN ran a report last night on the Situation Room -- we have a montage of this report -- claiming that I am the one who stopped the bailout and if the president wants this thing, he needs to call me. The correspondent here is Elaine Quijano, and she is speaking to their Republican consultant here in the piece, John Feehery: RUSH ARCHIVE: Screw the market. Okay, I'll take that back, not screw the market, but let me tell you something. When the government fails to pass a socialism bill and the market goes south, let it go south....

RUSH: I've gotta check the transcripts of the first half hour of this program today. There's a story that's just been posted by Politico and also at CBS News on their website. The headline to this story is: "House GOP Mocked by Rush." Now, as far as I remember, I said, "God bless the House Republicans," today. "House GOP Mocked by Rush." For those of you in the House GOP -- those of you on The Hill listening, those of you who know people on the Hill -- I did not mock the House GOP today. I got on conservative...

RUSH: I want to dedicate today's Dow Jones Industrial Average, it's at about 269, up at the moment, to the Republicans in the House of Representatives for their boldness yesterday. Greetings, ladies and gentlemen, Rush Limbaugh, the Excellence in Broadcasting Network, and three hours of broadcast excellence, as you have come to know, love, and expect, straight ahead for the next three hours. Telephone number, 800-282-2882. The e-mail address, ElRushbo@eibnet.com. I was going to say, I can't believe how wrong everybody's getting this. Then I have to stop and think, yes, I can believe how wrong everybody's getting this, because...

Tennessee Republican Marsha Blackburn was among the conservative Republicans who bucked both parties’ leaders to kill the Emergency Economic Stabilization Act of 2008 on Monday. She explained her reasoning to National Review Online editor Kathryn Lopez. Kathryn Jean Lopez: Monday morning on Bill Bennett’s radio show, you said you were leaning “no.” What solidified that no? Marsha Blackburn: Hearing from my constituents in the district solidified the “no” vote. We had phone calls and e-mails by the thousands. They did not want a bill that would favor Wall Street over the taxpayer. Lopez: Are you concerned by your vote you...

RUSH: Boy, this is fascinating. There are so many elements here and we are once again learning that conventional wisdom is BS. Let's start with one thing, and that is all last week we heard, "The Democrats can pass this if they want to, why wait for the Republicans?" Obviously that wasn't true. There's another thing that's a factor in this House vote today. It has failed. However, they suspended the vote, and Nancy Pelosi, she needs to get 11 Democrats to change their minds. Can you imagine the arm twisting in the speaker's office going on as we speak?...

Today’s stock market drop is a record point drop, but does not even crack the top 10 single-day percentage drops in American history. Let’s stop pounding the panic buttons. *** On FNC right now, Neil Cavuto emphasizes that lending is going on and puts a damper on Heather Nauert’s panic-button heaving about credit-freeze anecdotes. Are there businesses getting turned down for loans? Yes. Here’s a novel thought: Maybe banks are finally learning they shouldn’t fork over money to bad risks. *** Reader Jamie e-mails this link to a history of US stock market crashes and adds: I like that the...

Aren't the MSM and the Dems the "let every vote count" clan? But when the Dems snuff out a GOP win on the House floor in a manner that would send the New York Times into the mother of all snits were the shoe on the other foot, the Gray Lady camoflauges the facts, and even manages to place blame on the Republicans. Take the headline from the Times' story on the way in which the Democrat wielding the gavel somehow transformed a 215-213 Republican win into a 214-214 tie resulting in the motion failing: "Partisan Anger Stalls Congress in...
