The federal government only receives about $1.2 trillion in total income taxes per year. There is no way a $5 trillion tax cut would be possible in the short term. Congress would have to almost eliminate the income tax to produce a $5 trillion cut in 5 years. Cutting $500 billion a year would take 10 years to produce a $5 trillion cut.
