SACRAMENTO – A government-reform team appointed by Gov. Arnold Schwarzenegger is proposing a major shake-up of California community colleges that would fold them into the state's K-12 education system and place them under control of the governor's top education adviser. But in a sign of coming battles faced by Schwarzenegger in his effort to "blow up the boxes" of bureaucracy throughout state government, community college professors and administrators are striking against the plan before it is even publicly released. Spokesmen for Schwarzenegger's California Performance Review team declined to comment until release of the Review's roughly 2,000-page tome of government-reform recommendations....
