GOP congressional candidate Tom Reed said today ex-U.S Rep. Eric Massa, D-Corning should pay for a special election to fill the 29th congressional seat. “He caused the need for a special election, he should pay for it with the money in his bank,” Reed told reporters in a conference call. Holding a special election to fill the seat vacated by Massa's resignation will cost about $700,000, Reed said, based on Board of Elections estimates.
