At 8:55 a.m., a deputy clocked a vehicle traveling 110 mph in a posted 60 mph construction zone in the northbound lane on I-94 in the Village of Raymond.     WELLINGTON, New Zealand (AP) — A powerful magnitude 7.5 earthquake has struck in the southern Pacific Ocean near New Caledonia, prompting authorities to warn of a tsunami threat to nearby islands. According to the U.S. Geological Survey, the quake struck about 104 miles east of Tadine in New Caledonia at a shallow depth of 6 miles.
