The mayor of New Haven has been arrested on drunk driving charges for the fifth time after Utica police say they caught him racing down Hall Road -- with a blood alcohol level more than twice the legal limit. Utica police say they clocked Brett Harris driving at 82 mph just before 4 a.m. Sunday. He failed five field sobriety tests and when given a breathlyzer, registered a .206 blood alcohol level. Investigators say Harris has four prior convictions for driving under the influence.
