Nearly 2,500 students who are in the country illegally received more than $9.5 million in state higher education grants in fiscal year 2010, the most recent figures available from the Texas Higher Education Coordinating Board. AUSTIN - Two years since a conservative sweep of the State Board of Education,November's election carries high stakes, with all 15 seats on the ballot and the instructional direction of 5 million Texas school children in the balance. La Joya school district officials have added new controls for the district’s free lunch program they say should help pass a state audit later this year. The Monitor reported in September the district is currently paying about $1.5 million out-of-pocket each month for its free breakfasts and lunches for low-income students. More than 90 percent of students at La Joya campuses rely on the program for free breakfasts and...

SAN ANTONIO - Ranchers are turning to technology to keep an eye on their lands. Linda Vickers was one of the first ranchers in South Texas to volunteer to have motion-sensing cameras installed on her land. Texas Republican congressman Ron Paul pointedly refused to endorse his party's presidential contender, Mitt Romney, arguing that neither he nor President Barack Obama would make necessary cuts to public spending that would avert a fiscal catastrophe. He accused both the former Massachusetts governor and the president of being captive to similar interests.

... Throughout the debate the vice president explained to the American people what all the president has accomplished and, in the process, inspired Democrats to recall the president’s success and remember that although Obama may have had one bad day of debating, he has had an amazing four years of leading. This powerful closing statement, coupled with Biden’s statements during the debate, exemplified the fundamental differences between Obama and Romney, between a “We are in this together” mentality and “You are on your own” mindset. More importantly, Biden repositioned the theme of this election to the singular challenges facing America...

Among the organizations similarly designated are Japan’s Yakuza and Mexico’s Zetas, whose leader, Heriberto Lazcano, was killed by Mexican Marines on Sunday. An armed gang later stole his body from a funeral parlor. ... MS-13 began among El Salvadoran...

Supreme Court justices sharply questioned the University of Texas’ use of race in college admissions Wednesday in a case that could lead to new limits on affirmative action. The court heard arguments in a challenge to the program from a white Texan who contends she was discriminated against when the university did not offer her a spot in 2008. The court’s conservatives cast doubt on the program that uses race as one among many factors in admitting about a quarter of the university’s incoming freshmen. The liberal justices appeared more supportive of the effort. Justice Anthony Kennedy, whose vote could...
