It should be easy to determine what frequency and modulations are being used. Then, overpower the transmitter and have someone putting things into Biden’s mouth.

I am not so sure about that. here's a lot of WIFI, Bluetooth, Microwave, Secret Service special frequencies, proprietary media RF, and mobile phones and pads floating around. Not necessarily easy to know which one is Biden's without disrupting them all. Maybe that couple in Florida who listened in on Newt Gingrich's analog cell phone coversations would know what to do.
