If this turns out to be a bad thing, Obama inherited this problem from Bush.

Correlation to low sunspots yet? Not with sunspot activity in particular, but with solar activity levels, which can be primarily determined by sunspot numbers. Right now we are at weak solar activity levels which correlates to a weak solar wind. The weak solar wind is letting in more cosmic rays which causes more clouds on earth and cooling. Now you could also look at the solar wind as a directional force vector that would tend to push or force small objects that our solar system is traveling pass, away from the center of the solar system (sun). A good way to visualize this is to hold your palm flat out the car window while driving. Now angle the front of your hand up and the force of the wind will push up on your hand. Now these solar wind forces also compete with gravitational forces. Another possibility is that increased cosmic rays also apply as yet unknown force factors to the asteroids and comets within the solar system. At any rate, we live in interesting times indeed.

They have mis interpreted the Sun's output. As usual. they are`quite incompetent.

Now you can get large CME's Coronal Mass Ejections during weak solar activity levels, but they are rare. NASA has two satellites in orbit that watch the CME's in stereo vision 3D. Chances our they would have seen a large CME, unless it was ejected outward from the back of the sun. Would be interesting to see how earth, Venus, Jupiter and the Earth are aligned right now. Here is a decent Hulu ,movie about the Satellites NASA launched to watch the CME's in Stereo.
