As an ancient radar repairman and part time CAD driver; This looks like someone momentarily changed a setting.
In the old days they were called ‘knob dickers’.. These were people who came in to talk to you and mindlessly turn the knobs of your test equipment.. But in this case, changing software settings but, not realizing they were doing it on the ‘live’ data...

This is my current radar. We have this weird system heading straight south and splitting in half when it hits the gulf with one half heading east the other west. Strange.
