And regarding the thing I was remembering, I thought I heard a clip of his speech where he added “Congress” in the phrase “military industrial.”
I was only going by memory and being lazy, and I did not check your transcript which you so thoughtfully provided.

I saw that in the Kevin Shipp video. He mentions that Eisenhower was going to use "military, industrial, congressional complex" but at the last minute was persuaded to drop 'congressional' from the speech. Kevin does not say who it was that convinced Eisenhower to drop that one word, but I suspect it was an aide that had to deal with the congress.
