From a scientific standpoint, what does “less wind” mean?

Probably less basic wind speed (lower velocity of air flow).

Lateral forces caused by wind vary by the square of the wind speed. So a 150mph hurricane causes 4x the force on a surface as a 75mph 3 spec gust. A 225mph hurricane, (3x the wind speed of a 75mph hurricane, causes about 9X the force on a wall area as the 75mph hurricane.
