I have no problem accessing the same site from my Desktop using CenturyLink internet access.
That text is indicative of a website glitch. Try clearing your cash and or your cookies and trying again.

I just tried and got through.
I just accessed the site on my iPhone using Bing. I’m at home and when there, my phone uses my wi-fi connection. Cellular data is on as well.
Most such utility commissions have a website where you can file an on-line complaint. The typical approach is for you to file a complaint and indicated if you have tried to resolve your problem with the utility and they were unresponsive and they need the commission's help. At that point they will give you a response and number, send a copy to the utility executive in charge of relations with the utility commission. Usually within just a couple business days you will be contacted by the utility executive who will try to resolve your problem, as if he can't the utility commission will investigate and possibly fine or hold hearings on the matter.
Also the Federal Communications Commission has jurisdiction over the interstate commerce aspects of phone companies. Filing a complaint with the FCC will also elicit a similar response.
Good luck. Regulated utilities really don't like it when their regulators come snooping around about complaints.
The VPN probably will not work.
I have ITOP VPN, and there are several sites which will not allow access while my VPN is active.
When I inactivate the VPN, I am able to access the site.
It is a major PITA! But who are we to bust the chops of the Powers that Be!
I just note who is blocking me and then don’t FRequent their sites any longer.

Make sure the cables are connected.
The line the cable Co.’s use for any reason you have no signal.

It’s your phone. Clean out your cache, organize your sock drawer, change your underwear, and it should work.
I have Verizon and I had no problem getting right to their web site. I typed www.sigsauer.com into Safari on my iPhone 13 Pro and it took me right there.
Let’s review the basics. You ask your browser to connect to a web site. You browser uses DNS to resolve the address, and sends a SYN packet requesting connection. The web server replies suggesting a start packet sequence number. Your browser says OK. You are now connected to the web server.
Next, your browser requests a web page. The server either sends the web page you requested, or sends a response code indicating why you can’t have it. In this case, the server is saying you aren’t allowed to see that page. Why, I cannot say, but you are definitely connected to the server.
Are you using a VPN? Every once in a while I find a website that won’t work until I turn off my VPN. It’s not a timing thing, because that site will never work when I have a VPN engaged.
