I added some links to the Wikipedia entries on the original post, but this is one of those really old stories that sounds crazy, but turns out that truth can be stranger than fiction.
The bamboo road gang, aka United bamboo aka the bamboo triad were a Taiwanese gang that was running dope into LA and NYC in the 80s. But they were very much mainland kuomintang nationalists with legit businesses as well. But in the 90s, the faction lead by Chang An-lo (the dude referred to as the white wolf) had political troubles in Taiwan and moved to the mainland, switching allegiance to the CCP.
In a previous life, in 90 or 91 I remember FBI sourced patrol briefings to look out for Chinese dope (heroin at the time), that had to have been these guys.
