Synopsis of the key point: Russian FSB (KGB) agents were present at the Crocus City Hall during the terrorist attack. At least two would seem to be positively identified with one FSB agent also involved in the subsequent arrest of one of the terrorists.
Possibly multiple FSB agents were present during the attack with some giving directions to civilians that possibly increased the death toll.

You're absolutely wrong. The Russians just took the last of Ukraine's fortified strongholds in eastern Ukraine about a month ago in Avdeyevka and have been gaining territory daily since.
You don't seem to grasp that Russia liberated all the territory it wanted to by September of 2022. The Russians would be more than satisfied with if Ukraine would surrender.
But, you and your ilk are content to fight to last Ukraine for Ukraine to continue to shrink.

The Russians were more than happy to let Donetsk and Lugansk be a part of Ukraine so long as both had US state-like autonomy. That is one of the issues negotiated in Minsk Accords, which Ukraine signed and reneged on.
The Russians and Ukrainians almost had a peace deal in Turkey two years ago that would have allowed Ukraine to keep more territory than Ukraine has left now. But, Boris Johnson and the Biden regime wanted a proxy war with Russia and killed the deal.
At every turn, it's NATO and we that wanted war. Both, foolishly, thought it could win a proxy war with Ukraine.

Absolutely. At first I did not think this but then the pesky details started to show up.
Like how there was a heavily armed police station just yards away and it took 90 minutes for them to respond? Who told them to stand down?
And the one FSB agent who is positively identified on scene at the attack and then he’s also on scene at the arrest? That’s a very difficult coincidence to swallow.
Lukashenko says these Muslim Tajik mutts were arrested on their way to Belarus and why would he lie about such a thing? But the Russians want it to be about Ukraine and when confronted they have nothing to support this claim aside from “the investigation is ongoing”.

Nonsense. Why would Putin do it? It makes him look bad, like he can’t protect his people. It doesn’t make sense.
