Let's start with the simplest explainations, shall we?

Sampling and analysis of fuel from the ship. Is there water or other comtaminants that could have caused a loss of power?

Rudder position when power was lost (black box data).

Wind speed and direction. Did the wind acting on all those empty container cause it to veer out of the channel?

We can get all Zapruder later.

You’re talking to the wrong guy, I’m no seafarer. I do have fifty years experience of fueling engines. I have never misfueled an engine as you describe. That’s me with cars, tractors, motorcycles and mowers. Maybe the level of expertise to properly fuel a ship that, with cargo, is worth hundreds millions isn’t so high as mine fueling the rototiller.
