Same in Nicaragua. Laborers are used to dig trenches for phone and fiber-optic cables as they are cheaper than fast trenching machines like Ditch Witch or Vermeer......

Friedman made that response to a government suggestion that it was a way to keep men employed.

Friedman would be fine with the setup if it was a financial decision made by the fact that the labor was extraordinarily cheap. Also, the builder may not have the capital for earthmoving equipment. I think of those small Chinese restaurants that don't have a soda dispenser but sell cans (that they probably bought as regular customers at a Cosco or Walmart type place) because they don't have the credit for a soda distributor/equipment company. The cost of fountain soda is MUCH less, but if you can't get it, you can't get it.

I have heard in parts of Mexico, an army of men with shovels will be used on new construction instead of earth moving equipment. Supposedly that is cheaper.

And keeps them busy, provides a paycheck and makes them too tired to commit crimes after work.
