Humans are weird.

And why is she not being prosecuted for destruction of property, terrorist threats and so forth?

Because the prosecutor does not want to waste the prison budget on someone who should be in a mental institute. The prison/industrial complex is about out of money. There is no political will to raise taxes to keep people in prison just to protect the public. We can afford to lose a few citizens who, probably don’t vote anyway, rather than lose an election because we raised taxes to increase the number of prisoners we can keep locked away for safety’s sake.
