Well my Philippines-born daughter did not have to be naturalized — she was a U.S. citizen at birth, never breathed a breath of air as a non-U.S. citizen and never had to go through the naturalization process. All I did was apply for a U.S. Passport, which essentially “claimed” her U.S. citizenship. This has been my personal experience, so I’m not sure what this LePage guy is talking about. Seems to me, if his daughters went through the naturalization process, it was unnecessary.

A “process” is not necessary, dependence on statute is.

You are correct. Paperwork does not determine one’s citizenship at birth. USC Title 8 Section 1401 does.
