The primary effect of the USA's war on drugs has been to grant Mexican cartels a monopoly on the USA's still lucrative drug market - with the result that the cartels can outgun the Mexican government. It's to be expected that eventually Mexico will decide to prioritize the well-being of Mexicans over support for a foolish policy of the USA. (Sort of like the USA eventually decided to prioritize the well-being of Americans over support for corporate globalists and the world's poverty pimps - by electing President Trump.)
