I don’t think any American in a position of responsibility has suggested that this is a good pretext for conquering and annexing Mexico. But Russians are using this factual statement, given Russia’s 600-year record of expansion from a small kingdom on the banks of the Volga, to justify the conquest and annexation of the Baltic states. In other words, this is just another iteration of the Russian mindset for the last half-millennium. The Russian state is nature writ large, red in tooth and claw.
You wouldn't even have to leave western Europe to find elected leaders advocating for radical change in the United States...the Mayor of London comes to mind.
In fact recent polls suggest western Europe deems the United States a destabilizing threat.
