I think you should be able to drink and drive so you can get home. BUT, you should be restricted to 12 MPH with 4 way flashers on...and no freeways.
Ok, maybe you’ll cause a wreck. But at that point, if you get hit by a guy going 12 mph with 4 way flashers on, that’s really kinda on you.

As for alcohol testing w/o probable cause, that does point to a police state in the making where they look for something to charge you with. At least where I live, presenting your CCW with your license makes for a mild encounter usually with a warning instead of a ticket.
Canada’s not disarmed, far from it. But having to apply for a license to merely possess makes one a person of interest in the eyes of the law. And if Canada is like Britain, self defense is not a valid reason to either own or use a firearm to that purpose.

Regarding DWI laws:
When I grew up [I am now 60] in NYC every neighborhood precinct had Patrolmen on foot patrol. They knew us, and we knew them.
If a neighborhood person was ‘tipsy’ the would tell us to get home safe - if a good person, (known by the Officers) was inebriated, they would often follow that driver home, as an escort. If a person was totally plastered, it was at the Patrolman’s prerogative - arrest, or put him in a precinct cell until he was sober enough to drive...
The effect will be to arrest and prosecute more people, turning them into bleating sheep.
Meanwhile, Canada is welcoming the bearded savage crowd, which will do much more damage than the drunk drivers.
