It was reported to be 1000 pages long

How come it was created in such a short time....inquiring minds seek to know.

I guess the dims had it in a drawer ready for use.

And this is news? The Democrats need voters. As an attorney, I investigated insurance fraud (civil RICO). Of the several thousand cases of fraud, most of the perpetrators claimed to be from Mexico. Many of whom were registered to vote. All of those were registered as Democrats. I contacted the Nevada Secretary of sState regarding the same. Unfortunately, he was a Democrat so my calls went unanswered.

Yes they can. Preemptory seizing of property for the common good. A very necessary feature to keep balky landowners from stalling important projects like highways and dams and--you guessed it--border walls for the nation's state's, and local security.

They’re not exactly reliable, but sometimes they’re the only ones publishing important information. They’re not less reliable than the NYT or WaPo or CNN, and those get posted here all the time.

I'm not sure what Bizarro world you live in but in this one the feds trump state and local; especially when it comes to national security. There is no national security issue more important than the invasion of America by undesirable foreigners across our borders.

How many of those mayors are getting paid by the drug cartels to keep the border open in their area? How many members of city councils, state and federal legislators and local law enforcement are greasing their palms with drug payoffs? We will never know...

If building the wall is a part of federal immigration legislation, then wouldn't the Supreme Court's ruling against Arizona's SB1070 mean that a law like this is unconstitutional?

Can Congress really delegate veto power over immigration implementation to "small town mayors?" I would think that this provision could be easily challenged and struck down.

Trump better not sign something, counting on the Supreme Court striking it down as unconstitutional. Bush 2 did that with The campaign finance bill. It took many years before it was struck down.

Instead of building the wall on the south side of these towns, build it on the east, north, and west sides.

Here's a clue: The Bush-League Republicans (of which there are legions) hate Trump, they had originally hoped that he would be gone in the first few months of his Presidency. They love the idea of a "poison pill".

After all, they can fall back on their classic line of "Well, we tried, we REALLY tried".
