Which is a Good Option as a SHTF Cartridge?
There are some great short action rifles available, some rifles being offered in 6.5 Creedmoor. There is another similar case, but not quite the same its the .308 Winchester. The 6.5 Creedmoor uses skinnier, lighter bullets and its faster downrange than the .308.
The 6.5 Creedmoor is very popular as a great selection for medium to long range (500-1000 yards) shooting. Which is why the military has incorporated this into some of their specialized rifles for long range targets.
Ballistic speaking, the skinny 6.5mm bullets perform exceptionally well, very closely matching the ballistic profile of a 300 Winchester Magnum, but with much less recoil and cost.
Its possible that for SHTF scenario the 6.5 Creedmoor is the better ballistic cartridge than .308 due to performance consistency. The 308 was designed in 1952 for a semi-automatic military rifle, while the 6.5 Creedmoor was designed in 2007 for better long range target performance in a bolt action rifle. There are four guys on my street with 308 Winchester.
There are none with 6.5.
That settles it for the time being.

The “best” isn’t the one with the best ballistics. It’s the one you’ll be able to maintain a supply of long term through barter or stealing.
Look for the most common, not the best shooting.
If I still lived in Western Kansas, it would probably be the 6.5. However I live in the Florida Panhandle. Heavily wooded.
For me just about any high powered rifle would do.

For a SHTF scenario, how many engagements are going to be at 1000 yrds? Unless I shoot out over the ocean here, I don't see the application. I do think for actions within 50 yards, a 12 gauge will be just fine, or an AK or an AR 556. Inside the wire, "say hello to my little friend", no further comment.
Heck, I’d like a pistol for this round.

6.5 the newly discovered wonder round! Except for the fact that it’s been around along time. I was shooting a 6.5-284 back in the early 70’s, not to mention how long the 264 Win Mag has been around. That is right. If a SHTF were to happen you want a caliber that is the most common. 308/5.56 are military rounds and are popular which means there is ALOT of it out there. There is probably Trillions of rounds out there. Also 22 long rifle is the most common round out there.

I can make 6.5 creedmoor rounds for 62 cents.
I have many rifles in that caliber, but I also maintain 308 as well. The 6.5 is so popular now that finding ammo is a moot point.
I love the 308, but I will say on extensive testing and shooting that 6.5 creed stomps it into the dirt. Hits harder, flies further easier and makes an even average shooter better.
