My take on this is the military REALLY IS IN CONTROL. Dong knows it. He did not go to the CIA or FBI because he knows they would betray him. I believe it is true the DIA kept this defector secret from the CIA and FBI for good reasons.
If the United States military is still loyal to the U.S. Constitution, they must arrest every traitor fingered by this defector.

There would be a very tough interrogation of this person to determine whether he IS a defector or a double agent.
There are reasons the DIA would now reveal the name and existence of this person. It gives the military a lot of leverage over traitors to surrender and fess up or be executed. The information would be detailed enough so that traitors in America would know they have no place to run and no place to hide.
I believe we are in the end game of the destruction of the traitorous Deep State.
