If not, why would a citizen have all of the above?

To play loose with this stuff, out in the open, with database encryption keys, is a serious matter.
To actually have this stuff with no possible justification, is basically espionage.

Based on his business dealings and the sensitive material on his laptop, Hunter would be super easy to lock up as a spy/foreign agent.

But this is a very big deal. Access to DOD Classified data requires a Security Clearance at least at the Classification Level of the document. It is hard for me to believe that Hunter Biden has any clearances at all let alone the TS or TS/SCI clearances that might be involved here.

But I’m waiting for some confirmation. This discovery should not have taken this long so at least an inch of me remains suspicious.
