Those all seem to be legitimate charges. In the absence of any such charges against Sussman and others, there's no "conspiracy" charge to be made.

That comes later. I thought this article was about establishing whom the conspirators are, which is why the Clinton tweet was an important piece of the puzzle, proving she had knowledge of the manufactured information.
