My rule of thumb, regarding traffic cops, has served me well since the mid-1970’s.
If there is a cop behind me, I pull into a parking lot or side road at my first opportunity. It forces their hand. Usually they’ve not gotten to a point where they’ve decided they are going to pull me over for a non-infraction.

What’s your problem with the cops making their quotas? The road pirates have to rob you at gunpoint every now and again so they can keep their jobs.
Just comply and go along with it is what the jackboot lickers will tell you to do.
Myself, I like the advice to just pull into a handy parking lot when you notice one of these armed robbers following you without any reason. My recommendation is to find a place that would have plenty of surveillance cameras like a gas station or a bank.
If you really want to screw with them pull into a police station.

Using a plate reader isn’t exactly a “driving test”. Do you drive a make/model that is a popular to steal?
There a zillion reasons why a cop would be slow start at a green because of the information flowing in from the radio and computer. Maybe it’s about you and maybe it’s not.
If you weren’t pulled over then you weren’t “stalked”. You sound paranoid.

I once got pulled over on my way home from work by a young local PD officer. I pulled into a parking lot at the community center, he pulled in behind me, walked up to my driver side window and then started apologizing profusely for mistaking my "granny straps" on my sunglasses for earbuds in my ears.
Then he left.

are police officers immune from distracted driving laws? Any police officer is probably going to have the police radio, the in-car computer, plate reader, blaring all at the same time, all while be on agressive preventive patrol. It is easy to be distracted by all of that.
