Jackson can’t afford garbage service. But you can bet they’ll find money to station police at officials’ homes. I predict that folks are going to dump their trash in vacant lots, in city parks, on a neighbor’s front lawn, etc. No one will follow those unrealistic conservation rules.

Jefferson county Alabama (Birmingham) filed bankruptcy over a decade ago. I think the state finally bailed them out.
Of course, in that case it was New York bankers that got their hands in the taxpayers' pockets.

The city and situation I was referring to was Freetown, Sierra Leone, Africa. It is an old saying of “Africa Hands,” that nothing changes in Africa. Africa always wins.
With the Mayor of Jackson being named Chokwe Antar Lumumba, it might also apply there.
