State capitals that aren’t major cities are often the most difficult municipalities to manage effectively. Look at any state where the capital is a small city, and you’ll usually find that the city is one of the worst places to live in that state.
The problem with a state capital is that so many properties in the city do not generate property tax revenue because they are government offices for the state AND the city itself.
