Or some shelters designated as those allowing pets, with separate areas for pets, where owners on-site can visit.
It's worked in other places. It's not rocket science.

It is so nice to hear someone out there finally has a heart. Their pets are all some people have. So hearing they are being helped along with people is just wonderful. Pets have feelings too! :)
