President Bush Signs Secure Fence Act

THE PRESIDENT: Thank you all. Thanks. Please be seated. I'm pleased that you all are here to witness the signature of the Secure Fence Act of 2006. This bill will help protect the American people. This bill will make our borders more secure. It is an important step toward immigration reform.

President George W. Bush signs H.R. 6061, the Secure Fence Act of 2006, in the Roosevelt Room Thursday, Oct. 26, 2006. I appreciate the Vice President joining us today. I thank the Deputy Secretary, Michael Jackson, of the Department of Homeland Security. Rob Portman -- he happens to be the Director of OMB. I want to thank Ralph Basham, who is the Commissioner of the U.S. Customs and Border Protection. David Aguilar is the Chief of the U.S. Border Patrol.

I appreciate the fact that Senate Majority Leader Bill Frist has joined us, as well as House Majority Leader John Boehner. I appreciate them coming in from their respective states as I sign this piece of legislation. I want to thank Congressman Peter King, who's the Chairman of the Homeland Security Committee in the House of Representatives. I appreciate you being here, Peter.

Ours is a nation of immigrants. We're also a nation of law. Unfortunately, the United States has not been in complete control of its borders for decades and, therefore, illegal immigration has been on the rise. We have a responsibility to address these challenges. We have a responsibility to enforce our laws. We have a responsibility to secure our borders. We take this responsibility seriously.

You should ask the mods to make a note that it’s from last year. I didn’t notice it until after I had already posted to the thread. From the looks of it, everyone else thinks that the article if from today!

Congress thinks we are bozos. The admin wanted the fence but Congress will never fund it without greasing the palms of the greedy. ....never is a long long time.

I knew that when I posted. I was just adding my bud’s story as an addendum since the National Guard “deployment” and the fence, were both promised to the country at roughly the same time, and both proved to be shams.

Along with 80 miles (double layered) of fence which the Polititions count as hundreds. This is actually in the bill.

States that if an area has an elevation grade exceeding 10% the Secretary may use other means to secure such area, including surveillance and barrier tools.
.
I mean I guess you have to have some HOLES in the fence for aliens to get around......

Maybe “The Secretary” can post some keep out signs while their at it :) /s

In studying the immigration bill on the floor of the Senate, my overriding question has been: Does it repeat the fatal mistakes of the 1986 Immigration Reform and Control Act? That bill was supposed to solve our illegal immigration problem once and for all. Instead, it quadrupled it - from more than 3 million illegal aliens in this country then to more than 12 million today.

Why? Two reasons. The ‘86 bill provided amnesty for millions here illegally and lacked strong enforcement. Those fatal flaws combined to create a magnet for more illegal border crossings with inadequate enforcement to stop them. Unfortunately, the latest bill repeats those fundamental mistakes.

Black’s Law Dictionary defines amnesty as a “pardon extended by the government to a group or class of persons, usually for a political offense,” and even gives the 1986 act as a textbook example. Again in this year’s bill, the federal government would forgive an entire class of lawbreakers with the Z visa provision. As in 1986, they’d have to pay a few fines and take other modest action. But they would never have to leave the country or spend one day in jail....

The whole National Guard deployment to the border would seem to be useless since they weren't allowed to engage even armed people coming across.

If you're going to put guards on the border, the guards need to have authority (and ammo) to keep people out, or else what's the use?
