The crime was probably not a felony, but there must be some legal recourse against these two to make them pay something for the death of a human being stemming from their actions.

If you could find a statute that makes them culpable for the ultimate destruction of the tiger, they are then guilty of felony property damage. Link their friend's death to the commission of a felony, Bob's your uncle, they're convicted of his murder, too.

Agree.Looks like there is more that we know.If it was 100% fault of the zoo,we would face attorneys for the families screaming all over the local TV stations.As far as I know,these two have a long criminal record.
