The global economy is being held back in part by political problems that are complicating an array of other forces that have conspired against growth, US Treasury Secretary Tim Geithner said.

I am confused by the format of the headline. Is the colon used to separate the quotation from the person being quoted, or (more likely) is it being used to introduce a list of the political dysfunctions at the root of the world's troubles?

The title was cut and past from the web page the article is on. I believe it’s who’s being quoted. In this instance Geithner is being quoted by the journalist.
