It take a colossal set of...nerves to try bilking somebody out of that much money. Delusions of Grandeur. Her first response; “It’s always worked before!”.
Now if the IRS would go after Lois Lerner whose skulduggery has cost the taxpayer way more than $94 million, if you consider that her crimes most likely threw the 2012 election and opened the door to profligate spending by the Obamas and their minions.
