I already said what should be done. Amend Article II, Section 2, Clause 2 to read "three fourths of the State legislatures" instead of "two thirds of the Senators present." I would also amend the Article VI Supremacy Clause to make clear that any treaty whose enforcement exceeds the enumerated powers of the Constitution is immediately void. You might think that such is already the case, but with the way the clause is worded, maybe not. It is an ambiguous grammar.
This matter is hugely important and not restricted just to the Second Amendment. Every environmental law on the books rests on treaty power. I suggest you read that article.
