First things first. If your photo is not posted somewhere on the internet then you can't link to it from Free Republic.
Next you got to learn this bit of html code.
<img src="post the link to your pic here">
The link or internet address of the pic must go between the quotation marks.
An easy way to post pics on the internet is to use Facebook. Then once you upload the pic to Facebook just R-click on the pic and use the Copy Image Location command then paste it into the html code on your Free Republic post.

When you get your code working, copy it to your profile page (edit) and then until it’s memorized, just copy and paste from the edit page view. I have mine there since I do it so rarely and short term memory is very particular.

I love reading source code. if you use firefox you can click on tools, then web developer, then page source, and see the code for the page you are viewing.
