I used to sell wood pulp to a company that made tank/artillery/mortar casings from a nitro-cellulose infused paper “tube”.
It became part of the charge and was spent when the round went off. No waste nor hot brass to deal with inside the tank.

Okay, I’ll play, so what happens when a drop of sweat or water hits the casing? Is it no longer any good. Don’t get me wrong; if something like this is doable in a practical way out on the range or practice fields I’m all for it. Practice exercises need to be as real as possible and that means doing it in the rain sometimes.
It would great if it just dissolved without growing anything so it could be used at ranges where you would not want the area to be seeded with anything. It would need to be water proof for, oh let’s say, a week once removed from the air tight package it comes in. If they could do that; a lot of ranges would be happy about it over time but only if it was practical and affordable.
Another waste of money.. nothing new here.
I would use it.
Flower bombing for real. Probably will turn out that the resulting plants are invasive species wreaking environmental havoc...
We only want to have a small section in the back of passenger planes to be smoke free ...
We only want to use this sort of ammo (which will behave entirely different from the real thing) for use in training our soldiers that their guns can fire rounds that could possibly hit something ...
Practice like you want to play.
Use the same type of ammo for practice as you will on the battlefield. You want the soldier in battle to operate under tremendous pressure, in hostile environments, under extreme duress. Any training that is at odds with how you want him to perform under those conditions is aiding the enemy.
The other problem, of course, is that this greeny-green ammo is going to cost $50 a round, so units will be under intense pressure to cut ammo expenditures in order to save money. Less ammo means less effective training, once again aiding the enemy.
It is almost as if aiding the enemy was the goal all along.
Make the soldiers police their brass, or develop a machine to do it.
That way we can purposely plant invasive species. US plants could be used to take over the world!... I like it.
