Just so you know, the same type of thing used to happen in ethnic(Italian, Jewish, etc) neighborhoods in NYC.

Then they acculturated. They melted into the larger whole of society. They joined the Army or companies and their kids grew up American. As they became more Americanized, they attacked each others with Lawyers instead of guns. (I’m not sure which is better, actually.)
The blacks I have known over the last forty years who moved away from the cities, who joined the military and then the companies where I worked were just like everybody else, except they’d every once and a while have a story about Uncle Reece or little Shaniqua who still lived back in Detroit or Chicago who got shot or went to jail. But I never knew any of the blacks who acculturated who got into trouble with the law.
The blacks I knew from work who either became murderers, one, or were murdered, three, were straight off the local welfare roles and weren’t what I’d call acculturated.
Think about what the Muslim mayor of London said “Terrorism is just part of living in large city”. IOW it is acceptable. Now, if a white guy shot a Muslim in London, the mayor would say something different. He would say “This type of act is unacceptable and will not be tolerated”. See the difference?
The same is true for urban environments. If blacks die at the hands of other blacks, that is considered acceptable. IOW we set the boundaries.

There are lots of little subcultures making up the larger culture. If you learn the rules and pay attention to them, you are pretty much safe. Where this breaks down is when Muslims move in because they are taught that all Muslims are legitimate targets. Even other Muslims are legitimate targets but here the rules are more complex. What tribe are they in? What will be the blowback based on how important this target is inside his tribe? Is he Shia or Sunni? Does he have people who can and will avenge him? It may still be okay to victimize him, but based on the answers to the questions it will be done either publically, with credit where credit will do good, or anonymously with no credit claimed and plausible deniability maintained. All in all, it’s easier and less risky to attack non-Muslims. If anybody responds you just yell “Islamophobia!”

I will anwer that question for the black community, having lived in a ghetto at one point in my life. No. There is practically no education about impulse control. Single mothers can’t keep up with their children. They run wild and no effort is made to civilize them. When they try to discipline the children won’t obey. With no father figure to impose discipline, there usually is none. The savage beast is never tamed.
Having rarely been crossed or challenged, these snowflake children grow up with no impulse control. When they are teenagers or adults and you question them in any way, they can’t take it. They explode. A huge share of the black population is made up of walking ticking time bombs.
The fact that teen age boys and young men walk around with their underwear showing is the height of idioicy and makes them all look like a bunch of female baboons try to attract a male baboon to mount them. With no one to point out the obvious, they continue to parade themselves as fools to the whole world. Don’t ever tell them to pull of their pants. You won’t like what happenes next.
