I am certain they did it to show they were considering minorities. I would even go so far as to venture there were discussions that took place to ensure that the process was inclusive of minorities.
His four votes were the final result. He was probably nominated by one group and gained the votes of others during the balloting rounds. The same thing most likely happened with the other athlete as well.
