What’s the Chinese penalty for identity theft?
How common is it? Because, it looks like it would be very useful there.

I had a Chinese co-worker who went back to the PRC to get married.
He had trouble getting his passport and visa back and after many days of complaining was told to knock it off or he would be put on "The List".
He said if that happened it could never be taken off, being labeled a trouble maker.

A friend of mine who worked in China on a temporary assignment told me the government uses measures like this to improve public manners and cleanliness. He said it was common to see people in the streets conducting themselves like pets and livestock. Public urination and defecation were the norm, and people would blow their noses regularly even though they had no tissues or handkerchiefs.
