Non-Citizens should NOT be counted for purposes of allocating Representatives and Electors.
If non-Citizens vote, they should be harshly punished.
If non-Citizens are allowed to vote, the governing body should be harshly punished - for instance, having the election nullified, and their Senators and Representatives not seated, and their Electors not certified.
