Of course not. The FBI has to see what information it has obtained and then they can craft a crime around the available information. The traditional approach to Law Enforcement went out the window about the time the Clintons showed up.

You already know that Rosenstein had been entrusted to find any evidence of “criminal collusion” by Team Trump.
Trump is not stupid, he knows (as does Rosenstein) that collusion has never been codified into law. Ergo, DJT can not possibly be convicted in Court (a valid court, anyway) of an unchargeable offense (one cannot be charged with a crime that has never been considered as “criminal”!) That only exists in the Prosecution Team’s feeble minds...
