This is simple. She was not watching her child and her child went behind a roped area and pulled on an expensive piece of art.
The damages should be paid by the parents, though I personally don’t understand how that particular piece of “art” is worth more than 10 cents.

The fact that every community center needs a $132K art piece in the lobby is why leftists shouldnt be in charge of anything. I guess they picked something so ugly so no one would want to steal it.
The “sculpture” unsecured and left in a public place was an attractive nuisance. Fortunately the child was not injured. Verdict Zero Dollars from the parents.
All too many cities are forced by the NPR crowd to buy this sort of “art”, paid for - of course - by your tax dollars.
