The fix is simple

Allow teams to call an injury time-out which halts the game clock. Allow the teams to decide when to call time-in. When the time-in is called, the game clock and play starts again.

If the time between time-out and time-in is less than 30 seconds, the player is required to remain off the field for 1 min after the time-in. No substitution is allowed.

If the time between time-out and time-in is greater than 30 seconds, the player is removed from the game and must be replaced if a substitution is available. If no substitution is available, then the team must play the remainder of the match short handed.

in the NHL you can be penalized for taking a dive in an attempt to draw a penalty. 2-minutes for “embellishment”. Guys will take a dive on a hook or a trip, maybe interference...but you’d be laughed out of the league for the soccer-style theatrics.
